Emergency management case study - LAHC
Emergency management planning, training and exercising for Look Ahead Housing & Care
Look Ahead Housing and Care (LAHC) provides vulnerable people in London and the South East with accommodation plus the care and support services they need to live independent lives. LAHC tasked Steelhenge to support them in the preparation, training and exercising of their emergency management procedures.
LAHC's services include provision of temporary hostel accommodation for single people and families, supported housing for people with mental ill-health or learning difficulties, accommodation for single young people including those coming out of care and specialist outreach and floating support services including a specialist Tenancy Sustainment Team, Intensive Community Support Scheme and Crisis Support Service.
LAHC lacked a formal and structured contingency plan within their organisation to ensure they could continue to deliver their services in a crisis. This requirement was increasingly exposed as they established links with Government Departments, Local Authorities, Emergency Services and identified key dependencies across their organisation.
LAHC began to develop a corporate emergency plan in order to enhance their strategic contingency planning and meet the requirements of external partners.
Steelhenge was asked to deliver emergency management training to the entire LAHC organisation based around this plan and facilitate its development.
Steelhenge firstly designed and delivered a strategic emergency management workshop attended by the CEO and Senior Management team. This covered the LAHC strategic issues and looked at how the Senior Management team wished to develop the emergency plan.
This was followed up by area and project specific operational workshops to confirm the strategic direction and incorporate operational level experience into any future planning. A flu pandemic was identified as a particular concern to their business model and so was incorporated as a separate subject.
The workshops included Table Top Exercises which gave staff a practical opportunity to debate the subjects addressed and lead them to develop, through their own input, the LAHC emergency plan.
"As a charity with responsibility to our stakeholders and vulnerable customers it was imperative that we developed a coherent plan for emergency management and business continuity. The invaluable training and advice that Steelhenge provided allowed us to develop our strategic plan for dealing with emergencies and then communicate and apply it effectively down at the project level." Sue Millar, Head of Facilities Management, LAHC.
