Emergency management case study - strategic training

Strategic Emergency Management Training for Local Authority Chief Executives

Steelhenge Consulting was tasked by Wiltshire County Council to deliver a strategic emergency management workshop for their chief executives.

On 1 April 2009, five local authorities will merge to form a new unitary council, Wiltshire Council.

Wiltshire is committed to delivering the highest levels of civil protection for its communities both during the transitional period and once the new Council is established.

A key element of these preparatory measures involved Wiltshire Local Authorities engaging Steelhenge to deliver a workshop for Chief Executives and their key staff to provide them with a foundation in strategic emergency management in order to both familiarise them with the emergency response environment and prepare them to fulfil their roles during a major incident.

Key objectives of the workshop were:

• Understanding the framework for Civil Protection in the UK
• Understanding the duties of Wiltshire’s Executives as Category 1 Responders within this framework.
• Understanding the principles and mechanisms for emergency planning in the UK.
• Having a broad understanding of the multi-agency response
• Understanding the roles, responsibilities, composition of the Strategic Co-ordination Group (SCG) during a major incident.
• Developing the ability of Executives to perform their role in a SCG.
• Identifying key issues and areas for development of future Wiltshire Council plans and procedures for emergency response and its own business continuity management.

Following a series of foundation modules in legislation, multi-agency planning and response, crisis leadership and business continuity management, issues were developed and captured during a desk-top exercise.
