Support with the Preparation, Development and Implementation of the Natural Gas Emergency Plan for Bord Gais Eireann (Ireland)
Steelhenge was tasked by Bord Gais Eirann, on behalf of Gas Link, to support them in the development of their Natural Gas Emergency Plan (NGEP). The plan sets out operational emergency procedures to minimise the impact from any disruption to the natural gas supply on domestic and non-domestic consumers in Ireland.
The project arose in response to a requirement from the Commission for Energy Regulation (CER), the regulator of the electricity and natural gas supply sectors in Ireland. This stated that the transmission system operators should have an emergency plan (2007 amendment to the Gas (Interim) Regulations Act 2002).
The project included the following activities: - Definition of the purpose and scope of the plan
- Description of the emergency framework
- Definition of the role and responsibilities of the National Gas Emergency Manager (NGEM)
- Definition of general roles and responsibilities for the gas emergency response
- Arrangements for the activation and operation of the plan
- Competence framework for the NGEM
Steelhenge used its extensive experience of energy emergency planning within industry and government in the UK, combined with a detailed analysis of the energy networks in Ireland, to develop the NGEP in association with Bord Gais and Gas Link over a nine month period. Steelhenge also provided training to support the implementation of the plan.
